Yes you ignore APCOA and GCTT. But you didn't answer my question:

Is the original APCOA notice a PENALTY notice or a PARKING CHARGE notice?  Please don't go by what ZZPS or GCTT call it. 

The original APCOA notice is a Parking Charge notice.

OK so raise a complaint online with APCOA (NB: I didn't say appeal, I said 'complaint') proving that you were abroad when the PCN was posted and did not return to the UK until DATE. Attach your flight proof.

DO NOT IMPLY WHO PARKED NOR TALK ABOUT THAT DAY. DO NOT SAY WHO WAS DRIVING.

Quote the Joint Code of Practice from October 2024 where it says if a victim can show they didn't receive a PCN (such as being away) then the PCN must be reissued. Insist that debt recovery is 'paused' as the CoP says, so that you may appeal to POPLA.
