TW smart water meter 2 inlets

Hi total newbie here.
I had Thames Water install a water meter recently, but I've just realized there's another inlet for just the bath and washing machine. Somehow the first inlet works for the bathroom tap but not the bath?
I've seen a bit on the TW website about having to pay for a second meter which I'm loathe to do especially since they have been hounding me for weeks to get this installed (phone calls, texts, emails and letters) and they also clearly didn't realize but not sure if anyone has had anything similar? Can they make me pay for that?

How do you mean? It usually fits into the main water pipe coming into your house and all of the water goes through it. Have you not got water from the bath taps now?0

Is the valve under the bath just a stop tap for the bath? A service valve effectively.
Try this. Turn the stop tap on the pipe that goes through the water meter off completely. Turn the bath taps on, they should run briefly and then stop0 -

Where does the copper pipe go that is connected to the stop valve
