Date of contravention: Saturday 4th January
Date of issue: Thursday 16th January
Date received: Tuesday 21st January
Could I appeal to POPLA based on this being over the relevent period as defined in Paragraph 9(4) of PoFA?

Check the back of the NTK PCN letter to see if the Pofa warning paragraph is there, or not
Secondly, if he admitted to being the driver then Pofa2012 went into the nearest bin1 -

No, various legal arguments exist, Pofa2012 is only one of them , plenty of others, but Pofa2012 and no keeper liability can be one of the best appeal points, especially for a non driving keeper, not so much for drivers, especially not for admitted drivers
He can complain about the lack of suitable parking to the landowner, but the parking company just enforce the rules as they see fit in an unregulated industry
Yes it's a complicated topic, but veteran volunteers are giving you advice, but given that regulation is arriving this year, its a bit late to try to cram the old information in
Plenty of people win on poor signage, no landowner authority, poor legal pleading by claimants and their lawyers, many cases dont even reach a courtroom

Ok, thank you. I'm really not trying to be difficult, so sorry if it's coming across that way.
This is a topic I am only learning about today and trying to come out with a strong appeal.
So, as per the advice, I just ignore the letters and wait for a court summons.

There is no valid appeal, not to popla, popla are likely to rule that the pcn was correctly issued, meaning that only a court case can determine the outcome based on all the factors involved
There definitely will NOT be a court summons, because its not a criminal matter, it's a civil dispute
Any complaints about the lack of longer and possibly wider bays for larger vehicles should go to the landowner or managing agents2 -

In other news…today I received a refund from Parkingeye for a parking charge I paid in November. I sent an email today to the hotel I had parked in to complain about the charge I received for overstaying by 15 minutes. They contacted Parkingeye and instructed them to refund me.4
