Just making the point that the 5 hrs will buy some additional time.

Not saying people should be stuck on 5 hours into winter.

Most wont be reliant on the full 12 hrs - until a real cold snap sets in - and so the five hours builds more time - if their suppliers miss the June deadline.

Although people needing a real hot house in say hills of Scotland on THTC - might start to need heating months before those in the south - the near 4C ave temp difference north to south makes a big difference - as do other weather conditions - for many 5 hours will see them with enough heat into autumn.

And every month at 250,000 plus potential smart installs - would make a difference - to getting them swapped over.

That's true, and from that point of view it's helpful that the switch off is in the Summer.

Short term it should probably be OK.
But long term, nothing stops energy provider from withdrawing E7 rates for customers on "out of date" meters - that would be a good incentive.. you want TOU rates - get smart meter.

And then enjoy variety : Agile, Tide, Lifestyle, Tracker, Smile, Cosy..

Some posters here have already been told they will be being put on single rate until EOL meters - any EOL multirate - are replaced.

Think of an electromechanical timed switch - that has lost it's "store" for a power outage - as well as drift - it could literally lose hours every outage.

And suppliers aren't going to sell to you at off peak rates - what they might well be paying in extreme - peak early evening / dinner time rates.

And arguably the new half hourly settlement rules - make the imposition of smart and 1/2 hrly readings more likely - Ofgem have already swapped access to it from opt in to opt out - for those signing up to new deals.
