Using this site, I bought 2 SIM only plans with a 30 day expiry with Lebara.  The 2 SIM's cost me 70p for the first month.  I bought them on the last day of the deal 16/1/25.
My current provider EE says my contract expires on 17/2/25 and therefore I can't transfer before without incurring early exit fees.
Can I insert these 2 SIMS into the phones on 1st February (I might over pay a little with Lebara) so I don't lose the deal but not incur extra fees with EE.  How is the best way to do this.  I'd prefer all my outgoings are at the beginning of the month.  Thanks.

The early exit fee is simply the amount you pay between now and the end of the minimum term. In other words you'll pay it either way.

So you just need to decide when you want to transfer the number.
