So that sign states you must pay and display, or use RingGo (although I am dubious about the location code as it pertains to a different car park opposite on their own website).jc_cy said:Yes, thats the place! I have seen a few people complain about parking there. It used to be a pay and display but changed to cameras. There is also no barriers there and very little signage apart from the picture I included which is at both ends of the car park. (There is a Reddit thread about this place)
Did you pay? How long did you park for? Were you even parked? or did you just drop someone off or pull in read the signs and left without agreeing to the terms

Ok, so my issue is I had trouble downloading the app at the time. I hadn’t visited the place for a while and back then it was pay and display like I said with the machine were you pay cash and get a ticket to display on your dash etc.
So at the time I couldn’t download the app and I visited the shops. I had every intention to pay so I thought I could when I got home but obviously I forgot! I’m not even sure how long I was there for to be honest1 -
This is the problem with consideration times I think in the press at the moment, cashless payment is fine - but it's not for everyone, and having to download an app is not always easy for some. (I know Coupon_Mad will tell you to park on the street next time)! these companies will suck an area dry...
Re the data privacy aspect, this is always in addition to plan A, speak to the landowner or shop you visited - ask them to cancel the PCN with NPC. However you are likely to get a rebuttal from the store, but stand your ground, they will most likely be aware of the frustration the new system is causing and will most likely have already seen the impact on their businesses - get them riled up too, and get them to cancel it!
If, you wanted to pursue the data privacy have a read of that thread and put separate complaints (not appeals) into NPC for sharing your data without the relevant named recipients in their privacy policy (unlawful under GDPR) and likewise to DCBL that they have received and are using data that they have received unlawfully - they will push back but remind them that using the data that has been passed unlawfully, knowingly, is likely to have an impact on their membership of the CSA. They must pause any timeline for collection efforts whilst they investigate complaints.
Do this by writing to their DPOs, DPO@nationalparkingcontrol.co.uk and dpo@dcbltd.com2 -
Also the app is next to useless. I can’t even make an account0

I really appreciate the help you are providing and I am extremely grateful for the replies. Is there a template I can use for this about the data privacy?0

Ok so I just looked at NPC’s data policy and it looks like they have updated it

Sit tight. Do nothing except the below.
By going confidently into the 'ignore' stance, the only steps to take (because you MUST check every letter) are:
- Tell them if you move house within 6 years.
- Ignore the tedious £170 threatograms shown in pictures in the 4th post of the NEWBIES thread.
- Come back if you get a solicitor's LBC as per the 2nd post of the NEWBIES thread.
Nobody pays a penny and no hearing is even needed in most cases. Search the forum and read a few cases as they are easy to beat by waiting for a claim form - it is easier than appealing!
There is no risk AT ALL in defending a court claim. No CCJ. No bailiffs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you. I can sit tight but my dad has seen the letter and he’s one of those who gets scared and upset when letters like these arrive (he made me pay one years ago)0

Then this is an opportunity for him to learn something new from us (and you) by example.jc_cy said:Thank you. I can sit tight but my dad has seen the letter and he’s one of those who gets scared and upset when letters like these arrive (he made me pay one years ago)
Absolutely forbid him from getting involved. He made you pay a scam. That was wrong. He needs to learn. This is a great opportunity to set a scam-beating example to your family.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

@Coupon_Mad is correct, ignore mode is the best mode - NPC are shysters, as are DCBL.jc_cy said:Ok so I just looked at NPC’s data policy and it looks like they have updated it
Just as an aside, they have only updated their PP today, what's stupid of them is that DCBL's PP is unsuitable to pass it to DCB Legal....also DCBL added is NOT clear enough, that is not the name of the company and therefore I don't think would stand up against scrutiny, they are idiots.
i.e. they had passed it to DCBL before today, therefore that doesn't count for your case. Also - no template, just used the reasons in that thread....but as CM said, up to you, but sit tight and watch DCB legal drop eventually.Changes to our privacy policy
