Mobility car/customer service issue's

Hi I was looking to get some advice please.
2 thing's firstly motability cars been in for repairs since Sept 24 - to date no end in sight - slight tap nothing big. Awaiting Direct Line to give updates.
Secondly, the rental car from Eurocar accrued a fine (council diversion sign followed) the hire company failed to let us know & sent an email a month later. They admitted to Motability they failed to pass on details so we could dispute it. Yes I know t&c's.
Now, Motability in Dec 24 decided given the extenuating circumstances they'd write off the fine cost - yay!, given I'm not working.
I get a call this week informing me they're now reversing the decision & we're to pay.
I have asked for a formal complaint but was told I'm only going to get a call back from the same persons who's overturned the decision. Despite the websites formal complaint procedure for written acknowledgement they said they weren't going to do that.
I called the FCO, they said without a formal written letter from them they're not going to act.
What do I do?. My brain fog & anxiety is terrible, being widowed & parenting kids/elderly parent's I feel overwhelmed.
Any insight would be appreciated, thank you if you got this far!x
