NTK from springfield retail park, stoke

Hi everyone, a loved one got a NTK letter from I park services Ltd. It was not a windowshield fine but an MNPR (manual number plate recognition). They were idling for under 10 minutes after visiting mcdonalds in this yellow hashed area with a very small, far off no parking sign. It was a visit at night so it was harder to see too. But the letter states it has clear signage.
I cannot find any contact details for the retail park, so i assume i must appeal through plan b (the parking operator). How can i go about appealing this?

MNPR (manual number plate recognition).You realise that's a phrase invented by the parking industry that means precisely nothing at all, except "some bloke with a phone or some bloke looking at CCTV footage took some images to scam you".
There's no "number plate recognition" except eyes. The phrase MNPR makes me laugh!

The PPC was I park services ltd.
Since the retail park isn't affiliated with any retailer, i should follow plan B (appealing to the PPC?) correct?
