Council Wheelie Bin damaged my car

It was very windy, you knew bins were left out on the pavements normally. You must be aware that wheelie bins are very easily blown about in windy conditions.
What precautions did you take to avoid a potential accident?You could have avoided that street
You could have driven slower to allow you to avoid flying wheelie bins

- Parking brake efficiency below requirements (1.4.2 (a) (i))
- Nearside Front Tyre slightly damaged/cracking or perishing (5.2.3 (d) (ii))
- Nearside Front Tyre worn close to legal limit/worn on edge @ limit (5.2.3 (e))
- Nearside Front Inner Road wheel slightly distorted (5.2.2 (c) (i))
