Do you own the property?

If not, then the 'garden' could be classed as public highway if the property is owned by the council.

If you do own the property then submit an appeal in writing and get a letter from your doctor confirming that you were unable to drive at the time to submit with it.

Anyone that needs to pay a fine, let's face it you have little chance of changing their mind.

My V5 was lost in the post and I didnt reply to the 'new owner request' letter within their deadline.
I should have told them that, if I do not reply within 14 days then they should accept that I haven't had their letter as they tell us!

I realise this is an old post but came up in my Google searches for the number and thought giving this information would save some people from the telephone call centre loop.

Call 0300 790 6815, I was given various numbers that sent me through the same system several times.

Such bad service from the DVLA, their procedures are not in the public's interest, more interested in making money.
