I doubt the customs doc is still available as the wallpaper was delivered and put on the walls.
I expect the packaging was binned as a customs bill was not expected.1 -

So they also thought it was GBP instead of Turkish Lira?
Given sender would put value in Local currency & not GBP.

I suppose both could be true, so he deliberately inflated the price and there's been a misreading of the currency somewhere along the line.1 -
It was not, that was just one of the things the OP threw into the mix, highly unlikely that they would have though as yes they could get a higher payout if the consignment went missing, but the cost of insurance for £5k would not make that worthwhile, it would have been several hundred pounds for international shipping.Aylesbury_Duck said:

The lira symbol and the Sterling symbol is an issue that should not occur, anyone who even vaguely knows that they are doing with selling internationally would use GBP and TRY so I suspect that this was an amateur not someone who regularly exports.3
