I doubt the customs doc is still available as the wallpaper was delivered and put on the walls.

I expect the packaging was binned as a customs bill was not expected.

The symbol for Turkish Lira = ₺

Close enough to a £ symbol?
I thought it was established that the seller deliberately inflated the value, so it's not anything to do with symbol confusion.

Or has OP misread it as well?
So they also thought it was GBP instead of Turkish Lira?
Given sender would put value in Local currency & not GBP.

Could do with OP  posting what local amount was.

I think the seller has put more down in case the parcel got lost , he has admitted he did it more and says was a mistake , yes she is the importer but the details are not correct and not her fault just so unsure what to do
This is what I was referring to.  Doesn't sound like currency confusion to me.

I suppose both could be true, so he deliberately inflated the price and there's been a misreading of the currency somewhere along the line.

It was not, that was just one of the things the OP threw into the mix, highly unlikely that they would have though as yes they could get a higher payout if the consignment went missing, but the cost of insurance for £5k would not make that worthwhile, it would have been several hundred pounds for international shipping.

The lira symbol and the Sterling symbol is an issue that should not occur, anyone who even vaguely knows that they are doing with selling internationally would use GBP and TRY so I suspect that this was an amateur not someone who regularly exports.
