* The vehicle is on Albanian plates (the only European country that will register them - by mail order...)
* It's illegal for a UK resident to drive a foreign-registered vehicle.
The vehicle has been impounded.
To release it from impound, the person collecting it needs to prove ownership and legality. They would need to be a foreign resident and prove ownership and legality in the country of registration or they would need to prove UK legality - insurance, registration etc - even if it's being collected by a transporter.
Basically, it can't be collected within the 14 days required before they dispose of it. It was seized on the 17th, so the owner's got about four days left to think of a solution, else it becomes a very expensive stop...
There are apparently a couple of others in the country, also on Albanian plates. One is being prepared for SVA test, to allow it to be registered here. That's not just requiring resolving the overly sharp corners (rounded edging required), but also lots of things like custom electronics to make the rear lights UK legal (orange indicators not flashing brake lights).
