Sounds like the developer and yourself are to blame (did you not check beforehand?). When I use the word 'blame' I don't think you have any claim against the developer unless they told you the service was there.Maybe wait until all the houses have residents and then go back to OR and divide the costs.Any 4G or 5G? A standalone category 18 router may help.You'd think when buying a house that a lawyer would also check for services.

I'd be going back to your solicitor and asking why they didn't spot this and ask them to sort it. Also I'd be tempted to hit social media to publicise the fact that they development has no Broadband and won't be getting it unless the developer works with Openreach. Simply making it harder for them to sell the houses might be enough motivation to resolve the issue2
