If my spouse or I go to live in our second home will we simply each be liable for separate council tax in each property?

Yes. The occupant is liable. Single person discount applies to both, of course1

Typically, council tax is paid on the property you live in as your primary residence. If either of you moves into the second home and it becomes your main residence, you will be liable for the council tax on that property. The council tax for your primary residence would still apply to the first home.1
