Last Minute UKPS and Debt Collectors Ridiculous

i will try to keep this short and quick.
went to a halfords which had a small sign stating where to park which is easily missed, i ended up parking in the permit only bays for a very short time.
received a letter about it in october but this was for £100 meaning i never got sent the £60 letter, i've heard this isn’t the first time ukps has done this. i made an appeal about the fact that i never received the first letter and they came back in an email in december rejecting the appeal.
in the appeal they said the parking fine was given fairly, which i don’t agree with, but the basis of my appeal was the fact that i never received the first letter which they completely ignored. i ended up missing this response as they only sent it as an email and not as a letter, which was my fault which meant they then passed it onto debt collectors.
i have now tried going through the landowner but ukps just seem to be ignoring them too. today is the last day to be pay the debt collectors as they are threatening escalation if i don’t pay today. what can i do? is there anyway to negotiate with the debt collectors to pay the original fee or is that not possible.

Not possible, they can only demand full payment for their clients, but debt collectors are powerless so IGNORE them

Trace cannot issue a court claim
Ukps can issue a court claim due to being the claimant parking company, even if they contract it out to one of the usual legal companies3 -

I think the most important detail is that the word "fine" was not and never will be in ppc's correspondence.1 -
