The businesses will just buy the neighbours annual visitor permits if available .... with a bung for the neighbour.
Certain vehicals may pay a reduced household permit charge depending on fuel type or electric etc0 -

We have called and emailed the council but they will not let us apply for an extra permit, even though we have lived here for over 15 years and there is plenty of space in our street to park.

In London nothing is what it seems to be with a multi cultural population of 9 million or so .
The people running a business on a daily basis cant get permits so will do anything .0 -
Our permits are linked to the Council Tax number.
They don't check the car is registered to us or even our address.
You just set up a "council account" on their website with the CT number and just apply through that.
I think it is now down to two per account/CT number but we've had three registered before they started limiting them, so we just renew them every year no problem.
I am sure there is a certain amount of "sharing" going on these days between the neighbours though.
There certainly is around where the mother in law lives, I know for sure!
I did notice recently I couldn't change a permit from normal to EV/Hybrid at the discounted rate.
(Our council offers discounts for EV and Hybrid owners and there's a different application for these)
I can go into the account and change one permit registration number and I will just carry on paying the same no matter what powers it, but if I apply for a new EV/Hybrid permit it lets me buy another (two) at the discounted rate.
It's odd so I phoned them up and they told me if I change my car to a EV/Hybrid I should cancel the normal permit (and get some money back on that) and start a new EV/Hybrid one at the discounted rate.
I did ask what if I didn't cancel the normal one and they told me you would continue to pay for both, which I presumed means I can still use both.
Not sure what would happen when the normal one wants renewing, but it seems it could be renewed again just like our third permit.
Renewing it seems isn't another application, it just mean paying again and the permit number stays the same (though they don't issue physical permits anymore).
