That's insane, the burden of proof lies with the operator and if they don't have footage / photos of you vehicle parked in the actual car park,.time stamped, I can't see how they can justify action. 
You'll get some good advice here from the regulars I'm sure.

Apologies for the delay in responding and thank you for all your comments.  I am juggling a full-time job with caring for my mother who has Alzheimer's so don't have a lot of time to focus on this properly.

It is definitely a Penalty Charge Notice.  Interestingly it starts with GA and on the NCP website there is an apology regarding letters for Greater Anglia (GA) not being sent out properly.  You would have thought NCP might have therefore double checked or had some human contact me when they didn't hear from me.  Also TRACE is basically calling me a liar when there is a known issue.

When I said "I" earlier it was in error.  I don't actually recall which member of my family it was who drove the car. 

Fortuitously, my daughter has found her tap in/out dates and times which corroborates her tapping out at 2413 and my telling them the 2316 was her being collected.  Just need the other daughter to sort out her tapping in/out history.

Apparently people have been avoiding driving into Cheshunt Station and are now parking up along the road when collecting people.  I am going to write to my MP and Greater Anglia.

I think a judge would laugh it out of court.  However, what bothers me is:

- I am utterly exhausted caring for my mother.  Having this stress on top is not what I need and yet they get away piling on more and more stress on people with their increasingly threatening letters.

- I have a well respected job with security clearance.  And yet NCP and TRACE are basically calling me a liar with minimal effort on their part to investigate properly.  While it shouldn't affect security clearance when up for renewal I would rather it were not on record that a County Court Judgement was brought against me.  Not that I am going to back down and pay for something I didn't do.

- My details were given out with no just cause by the DVLA for me to be harassed.  I will write to them to complain.

Do that, or get the MP to do it with a screenshot of the apology and demanding to know, on your behalf, why this PCN has not been cancelled yet!

In fact, if your MP does a drop in 'surgery' that you could register for an appointment for, hand the whole sorry saga over to them to please handle for you (explain your circumstances) and ask the MP to also raise this issue in Parliament and (if your MP is Labour) with the MHCLG to tell them to get a move on with finalising regulation of these rogues.

This is true. No CCJ is risked.
