Ok, so a letter before claim has now arrived from ELMS Legal. I did a search for ELMS to find a contact email but didn't find anything. For others I'm intending to respond to info@elmslegal.co.uk and debtassist@elmslegal.co.uk
I intend to use the stock response from the newbies thread. Is there any value in adding a line about pursuing the keeper, given they can't prove who was driving? Or do I just stick with the standard template.

I've now had a response from ELMS Legal. Where they have provided the below answers to the questions in the template:In response to your questions I can advise that the £70 debt recovery fee is nett and does not include any VAT.
The original PCN is a Parking Charge and will be pleased as such if required.1 -

Thanks! I hadn't seen Elms Legal's version before.
They also made the typo 'pleased' instead of pleaded, haha!
Anyway wait for the claim. The £170 is such a high rip off fake fee (won't be allowed by a canny judge) that there is literally no point or incentive in anyone paying at this stage, regardless of any facts of the case.
Absurd situation - but true.
