I used the wrong term in my last post. Gas Safe authorise the building regulations compliance certificate, that's what I meant in my last post. The certificate is issued by the boiler manufacturer which also kicks in the warranty.
When I got a new boiler last year I got sent the certificate by the boiler manufacturer I think, if not it was Gas Safe. Definitely not the council. However when I checked a few months back it was on the council building control portal.
The extract says
=============================================================================This is a Building Regulations Compliance Certificate:It confirms the work detailed below has been carried out by a Gas Safe registered business. It is alsoconfirmation from the business that the work:▪ was carried out in accordance with Gas Safety (Installation and Use) Regulations, as well as all other relevantindustry standards.▪ has been self certified as being compliant with Section 4 and 7 of the Building Regulations in England,Wales and Isle of Man.It is a legal requirement for anyone carrying out gas work on your behalf to be Gas Safe registered, please remember to check your engineer’s licence card before you have any gas work carried out.Registered businesses can self certify that their work complies with Building Regulations requirements in England, Wales and Isle of Man. This assists you in complying with your obligation to notify your local authority building control as the property owner, and this certificate confirms this notification has been done for you.

You get one document and it seems to be an automated process. So as long as the OP's engineer registers the installation with Gas Safe and the boiler manufacturer they will get the bit of paper they need and warranty registered. Reading one of the OPs later posts it does seem like they are going to end up with the right paperwork. The only issue is as another poster has said is some engineers may be slow to register the work with Gas Safe.
