New boiler building control.

I have a BTL property the boiler was 15 years old and stopped working. Due to its age was told best to get new boiler installed. Had a quote for £2200 with 5 year manufacturer warranty engineer wanted £1300 upfront so he could buy materials which I paid by bank transfer. The boiler has been installed and the tennants have a working boiler.
2 days after the boiler installation I have today received a invoice by email for the remaining £900 outstanding. He has also mentioned in the email that ounce the invoice is paid I will send you the registered warranty and gas safe certificate.

I have emailed him asking what about building regulations registration. And he says there is no need for it as its a direct swap of what was there before. Should I with hold payment untill he has registered for building control? I really don't know what to do as never been in this kind of situation please help.  Thanks

    You do not need building regulations approval for some exempt projects, including:
    • most repairs, replacements and maintenance work (except heating systems, oil tanks, fuse boxes and glazing units)
    You need to push back at this installer. If he still refuses, contact Gas Safe and see what they have to say.

    Hi I found this gas engineer on My Builder he had good reviews and was verified by them. He has also provided his gas safe registration number in the invoice which I have checked and he is on the gas safe register. The boiler was installed on Friday I told him to let me know when he is finished the job so I can come over and see the work is done. But he said I will see at the property on Tuesday and explain how to use the boiler. 

    I have also read online I don't no if its true or not that on the boilers manual last page their is a benchmark which has to be filled in by the installer and signed by the owner. If this is not done the warranty is void I don't know if he has filled it in yet or not. 

    I am extremely worried in this situation as I have spent a lot of money to get my tennants a new boiler I don't want to get in to trouble or end up paying more money. Please HELP

    Tell the engineer that he needs to notify the boiler installation via the Gas Safe Register so that a BR certificate can be issued. It can be done up to 30 days from installation.

    I will tell but I have a feeling he is not going to do it. And I don't understand why he would not want to do it unless he has done a botched job. 

    I understand that as a home owner/landlord it's also my responsibility that building control is done. When it comes to sell the house.

    Often tradespeople are not very good with the paperwork side. It is probably as simple as that, it is unlikely to mean it is a botched job.
    Just remind him of the rules as explained above.

    The issuing of the gas safe certificate will in itself show that the installation has met current regulations so if he has said he will issue it once the balance is paid then it's not a problem.

    The gas safe certificate is a different piece of paper and doesn't mean it has met building regs requirements at all. The GSC shows the installation is safe for gas (hence the name), the BR doc shows it has been properly registered with the local council and met the required standards at time of installation. If you come to sell the property you need both otherwise somebody will end up paying for an indemnity policy, or a sale could fall through.

    Umm. A Gas Safe certificate is only valid for 12 months. A BR cert has no end date.
    Whilst some buyers will want a GS cert, not all do, and it won't generally scupper a sale. It is also a trivial exercise to get a new one (as long as the installation is safe).
    A BR cert could be costly to appy for retrospectively. For the sake of a small amount of paperwork involved, the installer really doesn't have much of an excuse. Yes, he would have to pay a fee, but at £2200 for a budget boiler, there is plenty of money to cover the fee and still make a tidy profit.

    After I had a boiler fitted in 2022, the manufacturer (Baxi) sent me a letter confirming my warranty registration and included the gas safe certificate.  The certificate is entitled "building regulations compliance" and goes on to state "This certificate is evidence, but not conclusive evidence, that the requirements of the building regulations have been complied with."  The letter also confirms that my installer has notified gas safe and that they will notify my local authority building control on my behalf.

    So it sounds to me like the installer in this case is doing their part.
