Parking charge notice - official or private??

My friend received a penalty charge notice yesterday although they are confused as to whether it is an official or private ticket;

 It was issued on behalf of the council, in, presumably, a council car park by a 'civil enforcement officer' but it has the black and yellow edging to it like the private tickets, rather than the official ones - can somebody please help?

To make it worse, the PCN was issued whilst they were trying to pay, only to find that the ticket machines would only take cash, the app was down and 2 of  their bank cards were rejected when they tried to pay by phone (despite having money in both accounts) and explaining to the civil enforcement officer that they were trying to pay!! 

This process took (just) under 9 minutes (according to the times on the 'ticket') although the civil enforcement officer said it was over 10 minutes!!

    You'd need to read the ticket as that is where you'll find confirmation. Although if it is genuinely a council car park it will be a council PCN.

    Who does it say to pay?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Sounds like a council pcn,  but the who to pay should tell them,  plus the name of the council too

    If its private,  the private parking company details will be on it instead 

    If in doubt,  take a redacted picture of the pcn, hiding personal details like the VRM and reference number,  posting it below.  The pcn may be important,  but the plastic envelope isn't

    So does it not matter that it was the different type of plastic envelope?

    I doubt that it matters 

    What matters is that its a council penalty,  so I refer you and them to my recent reply in the thread below

    What you mean is that private parking tickets have black and yellow edging like official ones!
    The coloured edging is meaningless it's just to make it stand out nothing more!
