Bristol low emissions zone

So back in July 2023, traveling back from Cornwall, we were diverted through Bristol as the Bristol Bridge was closed. I genuinely thought we had skirted around the zone with everyone else in a non stop traffic flow.
forward 1 month and the fine came through.
£69 if paid under two weeks or £120.
I appealed, stating cctv will evidence the bridge closure!
heard nothing, then 28th September another letter saying because I hadn’t replied to the court it was now £129 raising to £189 if not paid.
at this point I panicked a little and started ringing around. Luckily I got through to a help line, (01179036385) if that helps anyone.
they was very friendly professional and understanding, the advice, although was time sensitive and would take until March or so to sort out!
they confirmed my appeal had been successful and the court had reduced the fine back to the daily £9 charge. Brilliant I thought. However because I didn’t acknowledge or pay the price had gone up and would go up again to £199!
The main reason for this thread is, I never received any letters apart from the initial fine and then the legal one that it’s going to county court.
I have no doubt the court will again throw it out and I will only pay the original £9. But this will have taken nearly a year by the time it’s sorted and the stress is aweful, I wonder if this is a bit of a council scam because I have thought many times just pay the fine and be done with it. It would greatly benefit the company “sending out” and collecting for the council to not send these letters out in the first place.

has anyone else had this issue or am I just a lone annoyed traveler lol. I do know I will never travel to Bristol in the future if I can absolutely avoid it.
