So both of them apparently investigated and they both claiming to be my supplier for the Gas only. Strangely OVO switched only the electricity.

    If there was an outstanding debt, OVO may have blocked the switch until it was cleared. From their Core Terms:

    Switching to a new supplier

    10.2  If you’re switching to a new supplier you don’t have to tell us – your new supplier will tell us on your behalf. We may give your new supplier any relevant details to help with the transfer. But, we can object to any proposed switch in certain circumstances:

    • if you owe us any money we can stop your switch to another supplier. This includes where you have been paying by Direct Debit but your account is in debt. When we receive payment for the outstanding money that you owe us, you’ll be free to start a new switch. (So as well as paying this money, you’ll need to get in touch with your new supplier to make sure that they’ll register you as their customer). Our contract will continue until you’ve paid us all outstanding charges and your new supplier is properly authorised or registered to supply energy to you.
    • we can also stop you switching to another supplier for certain other reasons that are allowed under industry regulations. This includes, for example, where you or a supplier has asked to switch by mistake. 

    Transferring debt to a new supplier

    10.3  We may agree to transfer your debt to your new supplier, but we will only do so where:

    • your new supplier agrees to us transferring your debt; and
    • your debt is below a pre-set industry value and in line with the industry debt transfer process. 

    It looks like an objection was raised, but (perhaps by mistake) only against the gas contract and E.On didn't notice. Were you not notified of an objection? You would normally get a 'We're sorry to see you go ...' letter or email from the old supplier on switching, or a different one if there's an objection.
    Sorry since December 2023, it's been a year I am fighting with both companies. Ovo told me at first they didn't switch due to an outstanding balance but I know at the time of my switch request I paid my balance and I asked OVO then at the time of the switch what was my outstanding balance then and they were not able to answer me (only able to give me balance in January 24 so the following month). 
    Also If they refused the switch one of them OVO or EON should have told me don't you think? EON confirmed straight away my contract with them and started my bank direct debit from the beginning.
    I had to figured out myself when I kept going receiveing bills from OVO so of course at some point the outstanding blalance keep growing on their side

    This. You can be sure which is your meter by doing a burns test. Basically switch everything off and that could use gas or elec and check the meters. Then turn on a gas appliance eg stove or boiler) and an electric appliance for 1 hour and recheck the meters.
