Update - I have now received the LOC.
Is it now just a case of sending the letter below?
Should I reference each individual claim on the same letter?

I am sourcing and seeking independent debt advice and as such, I formally request that this matter be put on hold for an additional 30 days, in accordance with the Pre-Action Protocol for Debt Claims 2017 ('the PAP').
I note that the amount being claimed has increased by a hugely exaggerated amount which the Government called "extorting money from motorists".

I have two questions, and under the PAP I am entitled to specific answers:
1. Am I to understand that the additional £70 represents what you lot dress up as a 'Debt Recovery' fee, and if so, is this nett or inclusive of VAT? If the latter, would you kindly explain why I am being asked to pay the operator’s VAT?
2. With regard to the principal alleged PCN sum: Is this damages, or will it be pleaded as consideration for parking?

Also just a bit of background about the penalty.
Basically it is a car park outside a restaurant (see picture below). I assumed it was the restaurant car park but turns out it is owned by the medical centre next door.
Is it worth getting in touch with the medical centre at all?

Yes definitely. Go in (without a car). And while you are there, gat more photos to show the LACK of signs at the entrance and inside the car park.

So I got in touch with the medical place and they said there’s nothing they can do.
I just have a couple of questions before I email Moorside Legal with a response to the LOC.
1) Am I better responding to them closer to the end of the 30 day response period? Or is it better just to respond asap?
2) I presume I should reference all 3 claims on the same email?

It's up to you and whether you want a potential court date a month earlier or a month later in the future.You'll get a snotty reply about an internet template, so might as well tell them to get stuffed on that score. E.g.
Don't send me your usual blather about that or that this is an "internet template", as if using the technology of the day for research is some sort of novelty.1 -

On the LOC response template it mentions about potentially inserting a section about why I dispute the debt. Would it be good to talk about the lack of signage etc on the entrance here? I can include a picture which clearly shows this too.0 -

You don't have "3 claims". If you have 3 PCNs from the same PPC and they've only written about one, do this:

Just to confirm - I have got three LOC's (one for each incident). Do you think it is a good idea to ask them to merge the claims on my response email?
Also on the template response it mentions about including a brief reason for why I dispute the debt. Is it worth mentioning the lack of signage on entry here - or is it not worth it at this stage?

Personally i would leave them separate higher chance of each one being discontinued but other people's views might differ2
