No. You keep the iPhone 13 and find a cheaper SIM deal. This is the MoneySavingExpert forum after all.The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.5

What's the driver for upgrading at all? What does the 16 have that the 15 doesn't?
Very little differences in the last few generations of iPhone, particularly the non-Pro. Action button is ok but thats only the 16 in the non-pro. Camera controls on 16 could be ok if you are big on photography with it (not selfies). Everything else is just marginal improvements. Technically there is Apple Inteligence but thats a damp squib at the moment.
I'd be looking to move to a cheaper sim only deal and saving the £456 a year4 -
Just my iphone 13 is battery needs changing £85. Thought just best getting a new phone
I am happy with a 15. £35 per month been offered0 -
The deals offered to you by O2 aren't anything special.
You can get an iPhone 16 for £29.99 a month (£99 upfront) with ID Mobile from Carphone Warehouse: https://www.moneysavingexpert.com/cheap-mobile-finder/contracts/apple/iphone-16/
Or you can get an iPhone 15 for £26.99 a month (£69 upfront) with ID Mobile from Carphone Warehouse: https://www.moneysavingexpert.com/cheap-mobile-finder/contracts/apple/iphone-15/
Further, if you go through Top Cashback, you can get an extra £40 cashback if you get a new iPhone from Carphone Warehouse.1 -

As this forum is about money saving, phone + SIM packages are usually in favour of the network and not the buyer, hence why the recommendation is to keep the phone and SIM separate.
We like the flexibility (and non contract nature) of GiffGaff (O2) and 1p Mobile (EE). Both include free EU roaming if that matters to you. 1p also have free Channel Is/Is of Man roaming too.1
