Cash ISA Offline?

Hi, I'm looking (hard) for companies which operate cash ISAs that don't have to be run online or in branch but can be handled by 'phone/post.  Some seemed to have switched over to all online.  I'm trying to help an elderly relative find a good rate without having to apply online, thanks.

The listings at Moneyfacts can be filtered according to management by any or all of five channels, namely online, branch, post, phone or app, so choose the type of ISA and then use the 'full search' facility to narrow down those that can be managed by phone and/or post:
