Water meter replace impossible

I moved house august 2023 and in my new flat 1 room 2 adults and 1 child 10 yrs we accrued average charge for 261 liters a day in the last 4 month. Boiler has been replaced along with radiators in November. In 2024 we accrued average consumption of 349 liters per day. This is 88 liters more per day every day. I believe the water meter 17 yrs old is not working properly and ask welsh water to replace it. I m available to pay for the job.
Welsh water refuses to replace the meter because I already use less water than average while I m almost sure I m billed 80 pound a year for water I don't use. And there is no way I can force them to replace the meter with a new one fit for purpose. I also treated to break the meter with an hammer and get it replaced to my expenses and also this solution has been discarded by welsh water. How do I take them to install a new meter without  poisoning my blood?
