That's a 'loft box' distribution unit, very unusual to see one in a new build as it comes from a bygone era of satellite dishes and TV / FM aerials in the loft. It's impossible to say if the lower-right connector is for phone or internet or if there's even any cable connected to from conduit in the wall.
TBH given the hotch-potch of BT MODEM, cable TV and (possible) wiring, getting an installer in would be your best option.
I think that should have been left in the old house. Having said that, I'm in a 5 year old house and have to use one of those to boost the signal of my loft mounted aerial. Unfortunately I couldn't have an external mast while the site was being completed and this was required to get half decent reception.
