Can’t see anything there about it being certified, I also wouldn’t bother if it had to be. The rate isn’t at the top of the market, so there’s no premium to cancel out the cost.If a PDF Statement is taken to be a document printed from the internet, then one of these would require a passport or a photocard driving licence to be used - and a test pass as the asterix doesn’t say provisional while those were otherwise acceptable as ID.2 -
Check the inside back page of your passbook. Before opening Loughborough BS new account, be aware that they have no online access at all, even just to check balance (unless it's changed recently). When I had an account with them, I had to phone regularly to check monthly payments were received and credited.12

If you have a Starling account, you can instantly create and download a certified current account statement. I have had this accepted on multiple occasions without problems, though not tried it with Loughborough (which I will pass on as it’s too much hassle for my liking)happybagger said:

How much do you want the account? My suggestion, if your ID and address is "simple" such as no name change and more than 3 years at your current address, would be to scan the form and send it, and see if they requested ID docs later. Waiting until you get postal bank statements may mean it is withdrawn.1 -

I called them. No need to post anything. They will send me an application form and will accept scanned of downloaded PDF documents by e-mail.
They said that they don't need my passport because they already have a copy of it, but still need 2 confirmations of address. This is a bit strange because I remember bringing my driving licence to the branch and they have made a copy of it as well as my passport.
One thing to bear in mind is that this is a passbook account, so it will be a cheque when you want to withdraw your funds.4
