Mercedes Car Finance Mis-selling Response

Hi All
I've just received a response from Mercedes that says -
'After checking our records, we can confirm that we did not pay a discretionary commission to the dealer. As your agreement was not subject to a discretionary model, we're not treating your enquiry as a data access request or complaint'
Does that effectively mean end of the road as far as my claim goes or can I push back?
Many thanks
