But I'm sure we can all agree that 56 is a much bigger number than 40 - about 40% bigger.
On the basis that a "real criminal" is generally defined as somebody who has committed a "real" offence that's "really" defined in a "real" act of parliament...

Given that your observation seems to have been so lacking that you spotted neither signage nor camera, how sure are you that you'd have spotted other hazards?2 -

If you get a fixed penalty notice for a motoring offence, you do not need to give your driving licence to the police or fixed penalty office (FPO).We'll leave aside the fact that you do not receive a Fixed Penalty Notice for speeding. You receive a Conditional Offer of a Fixed Penalty, which is something quite different.
But that apart, you are quite right, It has not been a requirement to submit your licence when accepting such an offer since 30th November 2022. But you do have to provide your DL details (even though you have probably already done so when identifying yourself as the driver). Failure to do so would mean you did not meet the requirements of the fixed penalty offer, the offer will be withdrawn and you will be prosecuted.
But why you should mention giving your licence to anybody is a bit of a mystery because, as far as I can see, nobody suggested it was necessary to do so.0
