Then you have your choices,  but it's your decision to make,  not ours

    Pay £20

Pay more after the discount offer ends

Fight a future court claim,  which will cost you over £200 if you lost,  or £0 if you win , because ultimately only a court can decide who is right

But your thread was about appealing, but appealing won't achieve anything at all, chucking you back to pay or court claim

Entirely your call but it seems ridiculous to me that they can have one pay machine two stories up and expect Usain Bolt to be driving the vehicle!

Same parking company running that 5 minute scam at a notorious scam site recently,  the place and app the MP was complaining about,  Excel never accept appeals

the reason why i think £20 is worth paying is yes its great to win these and if DCBL are involved you will win, if it was just a first stage /popla appeal (ie a winnable one). id say do it as the work is a minimum for the reward
For this i dont personally think its worth the time to save £20

Yep I see that. And I understood why my relative paid APCOA £20 even though I advised her they'd never sue.  I get it. Pragmatic decision for people with busy lives.

I also get where the OP is coming from and really don't want ANYONE paying Excel any money ever. Horrible bullyboy clamper firm, as we all know, so this forum will support the OP to defend it.

    Excel and VCS need banning.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well what a lovely little scam site; stick the payment machines on one remote floor that takes time to get to, especially for older people, get a foot patrol (now that's unusual I wonder why) to find any car without a ticket on the windscreen, slap on NTD don't hang around, hide!
If anyone in the know gets stroppy shut them up with a £20 offer, job done kerching, what an absolute farce!

    OP
Was a NTD left on the vehicle's windscreen?

I took this to mean exactly that:
"Term breached: Parking without a displaying valid Permit or Authority"

I assume whoever was working for them was just walking around at that time, saw a car without the ticket displayed and just took a picture and then not verified if it had a ticket displayed later

  • Update, contacted the company that owns the car park with the evidence and cced in the MP for the area and local councillors and that got the PCN to be cancelled
