I agree with Olinda99. I responded too slowly...Delete C/Users/name/Downloads/HBCD_PE_x64.iso i.e. the iso file. Cannot see why you have it!But maybe copy your photos, docs, videos to a backup first just in case of problems.Then re-run Defender and see if all is OK.

Hirens includes Nirsoft produkey which defender classifies as a hack tool, because it was in the iso defender cannot quarantine it as an entity. As suggested delete the downloaded HBCD.iso.

I deleted the file after olinda's post and checked the downloads afterwards.
Did a malwarebytes scan, nothing.
Started Defender full scan about 9.30pm - Just finished about 20 minutes ago! BackRoom thingy still active.
Performed the actions again.
It shows it in the $Recycle.Bin now. I DId check the recycle bin afterwards but saw nothing.
Just trying to find it in the recycle bin on the C Drive now.
Am going to create a install usb and do a fresh install, maybe after Xmas now as I need to move stuff off it first.
Do I download it via safe mode with networking or just normal mode?
Is it safe to transfer stuff to an external hard drive without compromising it?
Will be screenprints, notepad, photos, video clips, documents.
Tried searching the C Drive for the affected files - no items match your search.

there is no need to do a reinstall.
to empty recycle bin right click on bin icon
the trojan was detected on your F drive which I think you said was an old win XP drive you will be better off copying all your photos and videos off there, formatting the drive to get rid of XP etc and then copying the photos and videos back on
If you still want to do a reinstall then you don't need a USB stick you can just go to settings / system / recovery and reset the PC which will download and reinstall Windows afresh1 -
If Malwarebytes and Defender say all is now ok.....Just sort out the F drive (backup copy off the data photos etc.) format it and copy the data back on. - as writ above!If you do or have to Reset then not only will you reinstall windows ( to it's original state ) but you will loose any programs/apps and then have to reinstall them. You can select to keep personal data as an option but you will still loose the progs/apps and anything such as their settings that are not in your personal data areas. Reset can also take a long time and involve several auto re- boots etc.1

I have now emptied the correct bin 😄
Hopefully they are both now off the computer. I have also deleted the files they were both found in by Defender.
I will copy everything off the F Drive, format it, then copy them back as suggested, thanks. Will do it after Christmas now but will continue quick scans to try and keep on top of it.
I have malwarebytes always on free trial at the moment too, which should help.
I will see how it goes now before attempting to reinstall.
