Hi I've received an NTK for parking infront of Kelly's Storage in Luton close to airport.

I was staying in car with lights on infront of a gate for about 10 minutes which a lot of people do. Received an NTK with some attached evidence, one photo with the notice on the gate

Another two with my car at 2 different times on a driveway leading to the gate with somewhat fake timestamps (21:22 & 21:37)



The reason I'm saying it's fake because the car to the right did not arrive 3 mins before we were leaving and then person who took the photos was sitting in car behind us and went outside pretending to be on a phone call while taking pictures apparently (which is funny if he's hired to do that, but also illegally parks there lol)
Anyways, I was going to make an appeal to them stating the parking charge amount is £100 (£60 if paid within 14 days), while Luton council parking charges state it should be £70 (35 if paid within 14 days). I've had such successful appeal previously in Milton Keynes where I agreed to pay £20 in the end and that was over so thought i'll do the same again, but then I found this forum and done some reading so wanted to ask some questions.
FAQ refers to receiving PCN, but I received NTK straight away. What should be the course of action?
I'm currently buying a house, will the bank find out if debt collectors come chasing me? Can it affect me negatively?
Clearly the timestamps are fake, do I have any grounds there (although I have no proof myself).
The Notice is on the gates leading to the car park, while I was not in the car park, but on the driveway leading to the car park. is this enforceable?

Small update: Just checked with my wife that a friend who we were picking up from the airport texted us at 21:30 and we left immediately so we definitely weren't there are 21:37 as per the timestamps, in case someone might find it interesting.0

I assume that there was no windscreen pcn issued, so no keeper liability if they failed to comply with Pofa
They are pursuing the keeper, but ultimately the unknown driver
Is it Parking Enforcement Ltd ? The signage details arent clear, although its an IPC AOS member so no appeal will work
This private invoice is nothing like a council one, so forget about council PCNs or penalties
Debt collectors can only send scary looking letters, they won't be coming round or contacting your bank
Save the stories and legalities for civil court, if they ever make a claim1 -

I'm thinking of responding to them saying I can pay £35 as per Luton council, but not identifying the driver, would that work?
I'm aware of the debt collectors, successfully avoided them in the past, but didnt have to worry about financials at that time.
Is your advice to simply ignore it all, and if I get court summons then start acting?0 -
Its just an invoice from a private parking company, the industry is not regulated, any company cam legally issue an invoice, to anyone, for any reason, so they have
We wouldn't recommend responding, it also depends what you mean by work, nothing will work apart from full payment, which we dont recommend
You wont get a summons, its not a criminal matter, is civil contract law
My advice is either appeal as keeper using the blue text template in the newbies FAQ sticky thread near the top of the forum in announcements, or ignore, either way it won't be cancelled
A different keeper appeal could be the one by Grizebeck in the following thread, after adapting it and removing the 2 popla sections, leaving the rest in

Please read the NEWBIES thread - FOURTH POST then SECOND POST in that order. There is no appeal with an IPC firm, so just ignore it & the £170 threatograms
