Of the phone manufacturers that you are likely to have heard of, don't think any make a phone that small.
You could go with a flip-folding phone but not cheap, looking at £400-500 minimum.
An iPhone SE 2022 is about that price, has a 4.7" screen, most others tend towards 5.5 - 6"1 -
Screens that size do exist but you'll pay a premium unless you can accept a much older version of Android. Unihertz will cost about £300 for a phone with Android 14 and 5g. Dropping to £100 if Android 11 is acceptable. Other than that there are some cheap no brand phones on places like temu. But expect even older Android and possible malware.
Personally, I would go for something like an iPhone SE 2022 or 13 Mini.0
