Bank/ building society dragging out ISA transfer times

A family member who's fixed ISA matured on 29th November applied to a new bank on 21st November to transfer total ISA value on maturity.  The new bank submitted application to old bank on 22nd November and at the same time the ISA account holder advised his 'old' bank he was transferring out as the letter to him re maturity inferred he had to advise them what he was doing.  Now more than two weeks later the ISA has not yet been transferred.  We get the impression that the old bank are dragging things out.  

Anyone experienced this?  And any advice?  Have contacted each bank and appears there are no problems with the documentation already submitted. TIA

    The guidelines are that transfers should occur within 15 working days. ( so sometime later next week ?)
    Often nowadays they do go faster, but not always.
