Denmark Villas is one of the locations on the contract between OPS and Brighton and Hove City Council (BHCC), but I am not sure if this is the same location as your PCN. @Coupon-mad might know.
If it is the same location, POFA doesn’t apply on council-owned land, so OPS cannot hold the keeper liable, only the driver.
11 PCNs were issued at this location in 2024.

Their NtK isn't invoking PoFA keeper liability.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
