"...would one police region be able to see records nationwide or would I need to call individually?"

No. You'd have to enquire individually.

Why would they track me down instead of doing what is easiest for them?

Most forces do make a bit of an effort. I have found that they generally have no wish to prosecute for "failing to provide driver's details" (which is a more serious offence carrying six points and greater repercussions insurance-wise) unless there is no alternative.

This is quite reassuring and surprisingly refreshing.

Since this I'm so much more vigilant and I think it got the message across for sure.

What was the "complication" with changing the address on the V5C? You can do it online - https://www.gov.uk/change-address-v5c
It takes effect immediately, and a new V5C will be with you within the week usually.

I wouldn’t worry about it as has been proven the police are perfectly capable of tracking you down if they want to.

Could you pop round to your old address and see if they have kept anything?
Unfortunately it's quite a distance away.
How long ago did you move and did you get your mail forwarded for a time after you moved? If so, that might significantly reduce the window you might be concerned about.

But the question is whether they will bother.

They don't have to. Some will, some won't. If they don't it turns a simple course or three points into an offence with much more serious consequences. Whilst that can usually be addressed (only provided the Registered Keeper was the driver) it is aggravation best avoided.
