Perhaps it varies by network, but with Lebara for example, calls from blocked numbers go straight to voicemail and texts go to spam.0

Blocked number on 02 do not even ring, you only notice if you check call log.

sorry I meant from the perspective of sending the text yourself or making the call outbound to the device that's blocking your number0

For calls it traditionally either goes straight to voicemail or goes to voicemail after 1 ring. Whilst you can leave a message the other person never receives it. In the early days of smart phones though some wrote little scripts that just turns the ringer off if a certain number calls so it'll ring out then voicemail. Its not that different to if they were on a call, phone off, on no not disturb etc
Messages... with iMessage they will go back to being green txts rather than blue apple messages but again that happens for other reasons too.1
