APCOA debt recovery letter but PCN not found

Hey,

This is my first post so please be gentle :smile:

I've received letter from Debt Recovery Plus (DRP) regarding a PCN for Luton Airport from October. I have not received anything from APCOA about this.

The letter from DRP does have a PCN number on it but it is not found when I try to go through the appeal site for APCOA. I want to appeal but I don't know where to go from here as I can't start the process?

How do I go about appealing when the site to view evidence doesn't find the PCN

Any help would be much appreciated

    Hello and welcome.

    As the case has been passed to DRP, APCOA will have blocked any attempt to either appeal or pay the charge.
    Hence - 'PCN number not found'.

    Almost certainly, the reason you have heard nothing before is because the Registered Keeper's address on the vehicle's Registration Document(V5c) is out of date. Please check that and update online with the DVLA if necessary.

    You have received nothing more than a debt collectors letter.
    The fourth post of the NEWBIES thread explains exactly how to deal with debt collector's letters, but to summarise that post - ignore them.

    It's not a fine and you won't be paying.  The PCN isn't showing because APCOA have farmed it out to useless DR Plus.

    That's likely to be because you failed to update the address in your logbook with the DVLA ...  isn't it?!

    Easiest tactic (if the landowner refuses to cancel it - try that FIRST) is simply to ignore DRPlus EXCEPT TO TELL THEM AND APCOA TO ERASE YOUR OLD ADDRESS.

    And cite the BPA Code of Practice and ask for the PCN to be re-issued (obviously you DON'T pay it).


    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    That would explain why the PCN number isn't coming up then. Surely they still have some ownership.

    The address on the V5c is correct. My guess is either an error on the part of APCOA & it was never sent or it was sent to the wrong address by Royal Mail. I have received my neighbours mail before when the regular guy is off.

    I have seen the post about not responding to the debt collectors letter & I have no plan to respond.

    The address is correct as I said in my previous post, I suspect an error of some sort in sending the PCN. Fustrating as looking through other posts, it would have been easier to resolve.

    I'll try contacting the landowner, it was Luton Airport so that could be a pain getting hold of someone. If they refuse to cancel it & I need to look at the BPA Code of Practice, would that be to APCOA I assume?

    I have sent a complaint to APCOA, asking them to reissue the PCN. We'll see what they come back with.

  • I've had a reply from APCOA.

    They have sent a copy of the PCN & proof of postage (although its just a form that coud have been from anyone), it ends with:

    We attached a copy of the letter, and evidence of postage for your own records.
    Having now reviewed the Parking Charge letter, please can you confirm why no action was taken?

    Interesting as I stated it wasn't received. I'm thinking I should now reply with an appeal like in this post https://forums.moneysavingexpert.com/discussion/comment/71489034#Comment_71489034

    Any thoughts?

    No. Bin it. That's from almost a decade ago!

    Just tell them you never received that PCN until now and cite the BPA/IPC Code, which requires them to consider a late appeal and issue a POPLA Code. Grab a line or two from the forum's template appeal - add that as your appeal - and DON'T imply who was driving.
