    We have never been to this location. It has wrong date and on the photo is completly different make/model, colour and plate.

    Complain that your DVLA data has been unlawfully accessed so is a breach of the KADOE contract and possibly a GDPR breach to too 

    Tell them to cancel the PCN and to send you written confirmation with an apology as soon as possible 
    I could contact them to check the photo as it is not my vehicle, but i am reluctunt to give them my number plate.

    I would do as Gr1pr advises. You could redact or part redact your number plate in the 'spot the difference picture' you send them.

    Why?  That's one of the key components that could get this cancelled soonest.

    Can you see the reg plate on the car in the photo they have supplied?

    Is it a mis-read or a clone?

    You need to show the back of that letter, from what I can see it cannot hold the keeper liable anyway.

    They've already got your numberplate!  It's in the letter along with your name & address. No need to hide. Just contact them online and tell them this is clearly a misread. Not your vehicle in the photo.

    Simple.
