Oil flows through a port into the filter housing around the outside of the filter material, through the filter material and up through the middle and back into the engine.

The towel appears to be sat in the bottom of the housing, it doesn't appear to be blocking the filter material.
I guess the filter head might cover the inlet port if it's pushed up too far by the towel.

But the oil filtering system has a pressure bypass system.
If the filter gets too clogged and feed pressure builds up, the valve should allow oil to remain flowing, just not through the oil filter.
If this happened, It would probably light up a low oil pressure light.

The relief valve on metal cartridges is usually inside the cartridge, in these paper cartridges it's part of the filter housing or oil pump.

If the paper was blocking the relief valve, it would have had to pass through the whole engine and back around to the filter housing again.

I would want to know why the relief valve didn't save the engine.
