Buying a property that has never paid for water

Any advice welcome! We have found out a house we are interested in buying has never paid for water. They have never received a bill, or made any payment. We’re talking 30+ years. It’s been empty for some time but where do we stand if we buy it. Are we responsible from the day we move in to get officially registered, or do we inherit some of the bill? Thank you to anyone who replies.
