Help storage heaters

Have you looked at Reverse per room ac units - need drilling tbrough walls etc - but simple thermostat control on demand and for some using here - with a high enough cop ratio to mitigate day rate electric costs vs gas and so possibly beating even nsh on night rate.

Need planning as a/c ?

Assuming you visit to clean prep etc manually controlled - if not - smart access versions??

Also called air-to-air heat pumps.

You'd need one system per flat, but that's no big deal.

Could be a good solution, especially as Airbnbs are more likely to be in use in the summer, but probably impractical if the flats don't all have balconies.
