But why can't the PAC code request serve as a cancellation of contract notice if thats what it does? I would expect it would be as simple as Three seeing the contract is only 3 days old, then it's been cancelled by default when the PAC was used. End of.

The request for a PAC cannot serve as notice of cancellation because it may never be used during its 30-day validity. Only when it's used for a number port is the original service terminated. But that's not the same as a customer's cancellation of contract within the 'cooling off' period - I think your not waiting for that to be fully processed has caused the issue.

You're right, the end result is ultimately the same, however the process is not.
If you'd done it all via Affordable Mobiles then it would have gone through as a 14 day return, you'd have your number back, and you'd have been charged £0. As you cancelled via Three by using a PAC, while you got your number back quickly, it went through as cancelling a 2 year contract 3 days after signing up which is where the £460 came from (early termination charge for 2 years service minus early payment discount).
Best of luck with Three, you're probably not the first person to have done this and you probably won't be the last either. Anything they do will likely be a goodwill gesture though, so be ready for them to mention the g word.1 -
Three has agreed to cancel the contract within the 14 day cool off period. No charges to pay whatsoever.2

Great news. I hope I am as fortunate. Three overcharged me on my first bill. On chat they told me zero charge for cancelation within 14 days, then sent me a confirmation stating I would be charged.
