Cheap Non Contract Advice For Elderly Neighbour

My neighbour went to Curry's and came back with a Motorola E13 phone for £70 and a Sainsburys top up voucher for 02 for £20. He hasn't got a clue what to do with them. There is no SIM in the phone. He doesn't want any sort of contract at all. Just to top up when he needs to - which may be never as he will only use if for emergencies. And he doesn't want to spend much!
What should I advise him to do please? Can I just get a starter O2 sim online and then use the code on the voucher - no shop near us.

A rolling monthly contract may be his best option, I don't believe you can put credit on a sim and just leave it.These contracts are available from £5 per month, but not with O2Does he have wi-fi, could he use it via wi-fi only?1

Have a search for other similar threads - I think they've suggested that there are still some genuine PAYG deals out there, but they tend to be well hidden behind the monthly contract top-up ones....1

The sim will come with pure payg enabled.
You can add other stuff if wanted.

If you look on eBay for O2 'Classic' PAYG SIM, the O2 top-up voucher can be used...

You need to make a call or send a text which results in a deduction from your balance (including an unanswered call which goes to voicemail) at least once every 90 days, if you don't then your sim will be restricted and you will need customer service to remove the restriction, if you can get hold of them. If you don't make a call or send a text for 180 days then you will be permanently disconnected
You can buy a sim for £1 which gives you 20 minutes of calls to try it out, afterwards the minimum topup is £51 -

Giffgaff do a £6 a month for 2GB, unlimited calls and data. It's just a rolling contract so can cancel at any point.
