UKPC Double Red Lines parking charge

I’ve received a parking charge for being on double red lines (yes it’s Preston capitol centre….) in a private UKPC car park for 30 seconds. I was dropping my dog at the groomers with two very young children in the car and in all honestly at that time in the morning didn’t see that the lines had been very newly painted red…
