UKPC Double Red Lines parking charge

I’ve received a parking charge for being on double red lines (yes it’s Preston capitol centre….) in a private UKPC car park for 30 seconds. I was dropping my dog at the groomers with two very young children in the car and in all honestly at that time in the morning didn’t see that the lines had been very newly painted red since my previous visit.
I’m likely in the wrong here but do I really to pay £60 for pulling up for 30 seconds?

Just follow the standard advice that is in the NEWBIES thread. No, you won't be paying.2

the double red lines on private land could mean that you can only park red cars there, and then only if they are two red cars in a row.
and to be a little more serious
As your vehicle was not parked and was unloading, has it been issued a parking charge notice (do not identify the driver)From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"2 -
So I’m not really sure how to complain to the landowner if I was unloading on red lines. I have read the newbies advise but it doesn’t say what to say when complaining. the case of Jopson vs homeguard clearly defined that loading and or unloading is not parking, so that is hugely in your favour.
so the first point is the vehicle was not parked, and your details have been accessed without just cause as there was no parking event.

As for what to put in the complaint, surely you saw the first hyperlink in the NEWBIES thread 'Successful Complaints About PPCs'?
Literally years worth of complaints including lots of examples of what shoppers successfully put to retail park landowners. Hundreds of posts.
