Maybe the wrong phrase but the majority work on the same principle 

someone buying car insurance last minute is desperate so willing to pay more. It’s just some insurers will load more than others

You can insure cars with the chassis number, kit cars are one example of that but there maybe costs to add the reg later so

I find the 2 weeks or 4 weeks thing doesn't work in reality.  I have had really good prices taking out cover on the last day because the
insurer does not have time to offer better prices.  If the price is good enough they get the business, I just say I have a better quote on
xx site or from xx company and I need to go and purchase it now if you cannot beat it.
