Thames Water - estimated readings for 3 years

My in-laws (pensioners) received a huge bill from Thames Water and this has caused them distress. Upon checking it further, I can see that they have been using estimated readings for 3 years. It's the first actual reading that they have taken. I thought that Thames water were obliged to take actual readings more frequently than that and am wondering if we have any rights to challenge this.
